About This Role:
The Senior Community Mobilizer is the front-line for implementation of the project. He/she works on-site with the local community, target IDP sites, protection facilities, and stakeholders. Responsible for enrolment, registration, and arrangement of project participants in general protection and multi-purpose cash. She/he records and keeps all the necessary documents on the operations executed. The Senior Community Mobilizer will build relationships between ChildFund Ethiopia and the community. He/she will be responsible to monitor general protection and multi-purpose cash programmes.

Primary Responsibilities:

  • Facilitate establishment of participant targeting and verification committee, monitor the procedures involved in the selection, verification and registration of the project participants, and develop systems jointly with relevant program partners and staff to ensure accurate, accountable and consistent targeting process of the program participants.
  • Prepare Master List of participants targeted for all project activities.
  • Ensure quality management of protection and appropriate multi-purpose cash services are given.
  • Regularly facilitate community conversation sessions on topics of protection and multi-purpose cash.
  • Mobilize the target community participating in different project activities.
  • Ensure that the target beneficiaries have access to and benefit from project interventions.
  • Ensure children and community feedback is regularly collected, analyzed, and timely and appropriate measures are taken.
  • Educate target communities on protection risks and multi-purpose cash, and follow up implementation.
  • Remain alert and responsive to safeguarding risks, promoting strong safeguarding practices.
  • Mentor, coach, lead, and conduct performance appraisals of Community Volunteers.
  • Ensure proper distribution practices in line with donor, organizational standards and program requirements.
  • Give technical support to community in IDP sites and host communities.
  • Mobilize community for required activities.
  • Collect data for monitoring, evaluation and prepare periodic reports on activities.
  • Give orientations and training to communities on services and obligations.
  • Establish and maintain records of targeted children and communities.
  • Conduct daily visits of IDP sites, fill information and monitoring data.
  • Prepare periodic reports on project activities.
  • Facilitate implementation of protection and multi-purpose cash service in IDP sites and target communities.
  • Work closely with project officers, community and stakeholders.
  • Facilitate legal, medical and psycho-social services for SGBV survivors.
  • Identify lessons learned and prepare communication and documentation.
  • Support baseline, endline assessments and protection monitoring.
  • Conduct field monitoring visits and produce/share weekly reports and action plans.

Required Experience and Education:

  • At least one-year relevant project implementation experience in protection, gender program with emergency cash distributions within NGOs or similar.
  • BA/BSc degree or Diploma in Gender, Social Work, Sociology, Psychology, Social Anthropology, Community Development, Development Studies or related fields.

  • Cultural and gender sensitivity.
  • Knowledge of the area, socio-culture and local language (Tigrigna) is mandatory.
  • Practical experience with protection, food/cash distribution and monitoring tools.
  • Training in protection and knowledge of protection interventions.
  • Experience working in refugee settings or with vulnerable communities.
  • Experience working with NGOs, UN agencies or humanitarian organizations.
  • Familiarity with protection standards frameworks.
