Job Title: Health and Nutrition Officer

Location: Bogandé with frequent field travels
Supervises: 02 Assistant Health and Nutrition Officers
Supervisor: Health and Nutrition Program Manager
Functional Link: Health and Nutrition Program Manager
Contract Type: Fixed-term contract (CDD)
Grade: GB 4.1
Contract Duration: 12 months

Main Mission: Under the supervision of the Health and Nutrition Program Manager, the Health and Nutrition Officer is responsible for ensuring the effective implementation of health and nutrition activities, including the Health Surge approach, by strengthening the capacities of health facilities and communities, ensuring the technical quality of interventions, and contributing to the sustainable strengthening of the local health system.

Responsibilities:

Responsibility 1: Planning

  • Present and confirm weekly and monthly action plans with the Program Manager
  • Develop methodologies and tools for workshops, awareness meetings, focus groups, etc.
  • Organize participatory planning of activities with stakeholders and target groups

Responsibility 2: Implementation of Activities

  • Ensure the implementation and monitoring of the Health approach in project intervention areas
  • Support health facilities in monitoring thresholds and Surge response plans
  • Ensure continuous capacity building for health workers on the Surge approach, IMCI, and CMAM
  • Support health centers in analyzing Surge data and monitoring trends
  • Contribute to the implementation and monitoring of CMAM/Health Surge indicators
  • Conduct coaching, mentoring, and on-the-job training visits
  • Organize capitalization and sustainability workshops for Surge
  • Work continuously on local ownership and sustainability of Surge
  • Support planning and monitoring of community health and nutrition activities (screening, management, and referral of malnutrition cases, IYCF/IYCF-E awareness)
  • Conduct joint, integrated supervisions with district management teams, RHS, and other actors
  • Promote good hygiene, nutrition, and community health practices, including home-based PB approach
  • Support management of nutritional and medical inputs at health facilities
  • Write and timely submit activity reports
  • Produce a monthly narrative progress report

Responsibility 3: Team Management and Leadership

  • Set clear objectives and ensure performance evaluations (PDR)
  • Identify capacity building needs and organize training
  • Promote an inclusive, ethical, and high-performing environment

Responsibility 4: Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Participate in the development of new data collection and analysis tools
  • Collect, verify, analyze, and report field activity data
  • Participate in monitoring indicators and data quality
  • Contribute to writing weekly and monthly reports
  • Document good practices, lessons learned, and success stories
  • Support data analysis at health facility level
  • Participate in community accountability mechanisms

Responsibility 5: Operational Coordination

  • Support activity planning with local actors
  • Ensure timely execution of activities
  • Identify implementation constraints and propose solutions
  • Maintain regular communication with the Program Manager

Responsibility 6: Partnership and Localization

  • Ensure close collaboration with state structures (health districts, CSPS, local authorities)
  • Facilitate coordination and communication with local partners
  • Participate in coordination meetings at local level
  • Promote local ownership of interventions and progressive skills transfer

Responsibility 7: Cross-cutting Responsibilities

  • Promote Concern's values (equality, diversity, inclusion)
  • Ensure compliance with Safeguarding and protection policies
  • Actively participate in emergency responses
  • Confidentiality and non-disclosure of information
  • Demonstrate attitudes, values, and actions aligned with equality and equity principles

Required Qualifications and Skills:

  • Bachelor's degree (Bac+3) in public health, nutrition, or related field
  • Minimum 3 years of experience in health/nutrition, including 2 years in implementing the Surge approach
  • Experience in field activity implementation
  • Experience in capacity building for health actors
  • Experience in health system strengthening
  • Strong experience with CMAM/Health Surge
  • Valid driver's license A or B1 or C
  • Excellent command of French; English (asset)
  • Local languages (Moore, Bissa, Gourmantché) desired
  • Good knowledge of CMAM, IMCI, IYCF protocols
  • Good data analysis skills
  • Experience in coaching and mentoring adults
  • Experience in formative supervision of health facilities
  • Good computer skills (Excel, Word, PowerPoint)
  • Adaptability and stress management
  • Ability to work in complex environments under pressure
  • Strong adaptability and mobility
  • Commitment to humanitarian principles
