Hivos recrute un(e) Part-time Project Officer

Reports to: Project Manager
Location: Tunisia
Hours: 20 hours/week (5 hours per day from Monday to Thursday during the 9 am – 5 pm workday)
Start Date: asap

Hivos is an international development organization guided by humanist values. We work in partnership with local partners to build just, inclusive, and life-sustaining societies. We are seeking a part-time Project Officer to support a project aimed at strengthening local actors in Tunisia, with support from two partner organizations.

Objective of the Role
The Project Officer will contribute to the successful coordination and implementation of the project by supporting partner engagement, activity planning, reporting, and monitoring. The role is situated within the Hivos Tunisia team and works closely with consortium partners and relevant stakeholders.

Key Responsibilities

  1. Project Implementation and Coordination
    Support day-to-day coordination and delivery of project activities, ensuring that workplans are implemented according to timeline and in alignment with program objectives.
    Contribute to planning, design, and scheduling of activities such as events, trainings, and studies, with the Project Manager and partners.
    Prepare activity briefs, terms of reference, and concept notes, aligned with donor requirements.
    Monitor implementation progress of activities under project components and escalate issues.
    Maintain overview of project calendar and deadlines for efficient coordination.
  2. Partner Support and Communication
    Serve as main liaison for communication with local partners.
    Organize partner coordination meetings, prepare agendas, draft minutes, track actions.
    Review partner deliverables and provide feedback before submission.
    Support preparation and amendment of contracts and disbursement schedules.
    Provide technical and administrative guidance related to compliance and flag capacity gaps.
  3. Monitoring, Evaluation, and Learning (MEL)
    Support implementation of MEL framework.
    Collect, verify, and organize project data to inform reporting and learning.
    Develop tools and surveys for data collection.
    Document lessons learned and participate in reflection sessions.
    Prepare monitoring reports and dashboards in coordination with MEL focal point.
  4. Logistics, Procurement, and Administration
    Coordinate logistical arrangements for workshops, trainings, events.
    Support procurement processes according to guidelines.
    Ensure timely filing of administrative documents.
    Liaise with finance & admin team for expenditure tracking, payments, petty cash.
    Assist in audit preparations.
  5. Communication, Visibility, and Advocacy Support
    Draft communication products such as social media content, updates, success stories.
    Prepare presentations and information packages.
    Disseminate key outputs to stakeholders.
    Ensure consistent project branding and messaging.
    Support organization and documentation of learning and advocacy events.

Requirements:

  • Bachelor’s degree or equivalent in relevant fields such as social sciences, arts or humanities.
  • At least 3 years of administrative and logistics experience, preferably with an international organization.
  • Experience working with civil society/NGOs and diverse international teams.
  • Experience in donor & program compliance.
  • Understanding of country political and social dynamics; analytical and conceptual skills.
  • Fluency in English, Arabic, and French (verbal and written).
  • Behavior skills: open & transparent; high integrity; collaborative; positive attitude; team player.
  • Job skills: highly organized; ability to multitask; meet deadlines; prioritize; strong communication; flexible; manage workload and stress.

What we offer :
Permanent contract with 6 months probation period in stimulating work environment in a professional international organization.
National contract based on Hivos local labor conditions, remuneration commensurate with experience and expertise.
