Position: Country Finance Manager Tunisia & Libya

Reporting Relationship: Works under the direct responsibility of the Tunisia&Libya Country Representative and the technical supervision of the Regional Finance Manager NWA Area

Location: Tunis, Tunisia

WeWorld in Tunisia

  • Operating since 2013 across socio-economic and rural development, good local governance, community driven development, Prevention of violent extremism (PVE)
  • Main donors: Italian Cooperation AICS and Italian provinces
  • Local team: 8, Expat team: 6 (Tunisia & Libya missions)

WeWorld in Libya

  • Operating since 2018 in humanitarian aid (WASH, primary health), capacity building of CSOs, human rights promotion, technical and vocational trainings
  • Main donors: AICS and UN agencies
  • National team: 5 staff

Job description:

Responsible for managing finance and administrative functions for Tunisia & Libya missions with direct supervision of administrative officers and collaboration with program coordination team.

Key responsibilities:

  • General administration: Manage grants, contracts, vendors, partners, ensure compliance and smooth info flow
  • Accounting: Oversee reconciliations, account closings, cash and bank balance checks
  • Financial reporting: Prepare reports, ensure donor and internal compliance
  • Budget & planning: Develop budgets, monitor expenses, financial flows, risks
  • Audit process: Manage financial audits for projects and local authorities
  • Procedure: Design and implement admin routines and HR policies, monitor registrations and procurement compliance
  • Operational: Supervise local admin & finance staff, build capacities, follow-up payments and project close-out
  • Human Resources: Analyze staffing needs, supervise compliance with employment regulations, handle recruitment
  • Representation: Participate in inter-admin meetings and represent the mission to authorities

Essential requirements:

  • Qualifications: Master or equivalent in Financial/Accounting management, knowledge of donor procedures (AICS, EU, UN), MSOffice, fluent French & English, Italian is a plus
  • Professional experience: 3+ years in finance/admin in international cooperation, emergency projects management, budget/logistics experience
  • Skills: Leadership, teamwork, training, proactive, adaptability, intercultural communication, negotiation, integrity

  • Contract: initial 6-month collaboration contract subject to objectives verification, renewable for another 6 months
