Organisation Background
Founded in 2011, the International NGO Safety Organization (INSO) is an international non-governmental organization that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.
INSO provides daily support to more than 1000 NGOs operating in 16 of the world’s most insecure countries. INSO is headquartered in The Hague, Netherlands- the international city of peace and justice.
INSO Cameroon
INSO Cameroon began as part of the Lake Chad Basin program in 2017 and launched as a stand-alone platform at the end of 2021. Today, the program operates regional offices in Maroua, Buea and an antenna in Bamenda, with its country office in Yaoundé. The Northwest, Southwest, and Far North regions face significant humanitarian needs due to conflicts between armed groups, intercommunal violence, climate hazards, and weak socioeconomic infrastructure.
As part of INSO Cameroon, you will support over 120 local and international NGOs in these areas, helping them safely deliver life-saving humanitarian aid.
Job Summary:
You will oversee all aspects of service delivery and plays a key role in ensuring that INSO provides the best support possible to NGOs through services to beneficiaries in the humanitarian space. Specific responsibilities include implementation and monitoring of service delivery, management of the programme team and support to broader program strategy development and implementation. You also cover for the Country Director during his leave.
You will have a strong background in NGO safety and security, be outgoing, inquisitive and detail oriented, and have significant experience building and leading high performing teams. You should have the ability to analyse complex security issues and contexts.
Main Responsibilities:
- Implementation and monitoring of services delivery Responsible for the delivery of INSO services to partners
- Editorial responsibility for monthly analytical reports and incident weekly lists, in compliance with services delivery standards.
- Supervision and quality assurance of all other aspects of INSO service delivery, including: the Conflict and Humanitarian database (CHDC), 24/7 flash reporting, safety and access roundtable meetings, research, analytical reports, crisis management support, training sessions, and other demand-based services, in compliance with service delivery standards.
- Actively participate and contribute to humanitarian coordination spaces in Yaounde
- Generate learning from NGO access challenges and best practices while creating spaces to strengthen evidence-based understanding of the evolving conflict landscape, enabling principled engagement grounded in neutrality, community acceptance, operational integrity and adherence to IHL.
- Effectively represent, promote and protect INSO’s mandate of independence, impartiality, and neutrality.
- Programme management including overseeing research, analysis and reporting.
- Manage the INSO programme team in Cameroon, including recruitment, capacity building and mentoring.
- Support to programme strategy, participate in planning, strategy development and donor reporting.
- Deputise for the Country Director in his absence.
- Develop and implement internal security management policy documents, and support global policy application.
- Representation and liaison towards NGOs, the UN, and international donors.
Requirements
Essential:
- 8+ years of experience in insecure/conflict-affected environments with at least one year at senior management level.
- Proven writing, editing, and analytical skills.
- Strong understanding of humanitarian principles and safety practices.
- Leadership and staff management experience in diverse multicultural settings.
- Graduate level education in a relevant field.
- Fluency in English/French, written and verbal.
- Excellent networking, diplomatic, and communication skills.
- Position restricted to citizens/residents of Cameroon only.
Nice-to-have:
- Recent experience in Cameroon or similar context with humanitarian NGO.
- Experience in capacity development, project management, donor relations, crisis management.
- Inter-agency role experience.
- Local language skills and understanding of INSO mandate & services.
