Mission

We are looking for a Senior Project Manager to join our team and coordinate the implementation of medium to large projects involving multiple partners and technical teams – from the tender to the implementation phase, to deliver high-quality solutions in diverse and demanding environments.

The Project Manager will be entrusted with several complex, technical and multi-country projects, either for global clients or in countries where Bluesquare is not yet established. These projects aim to strengthen national health information systems or to deploy Bluesquare’s own digital health tools.

Start date: September 2026.

Location: Based in a Bluesquare office location (Belgium, Côte d’Ivoire, DRC, Burundi, Senegal, Niger, or Burkina Faso). Willing to travel regularly (at least 2-3 times a year) to implementation countries in order to support Bluesquare’s projects. The position is offered as a local contract in the country of assignment. Bluesquare takes into account the safety risks of its employees in the areas concerned.

Contract duration: 6 months to start, with possibility of extension.

Team: Bluesquare is a company of more than 90 team members across several countries. We value autonomy, flexibility, communication, and teamwork.

Reporting: You will directly report to the Project Management Lead, and work under the supervision of a Practice Lead depending on the projects you are assigned to.

Role & responsibilities

Project Management

  • Act as a trusted advisor to clients and partners: identify their needs, shape the solution and vision and define short- and medium-term roadmaps in coordination with partners, country managers, and technical leads.
  • Monitor the project from design to completion, including delivery of the final solution and capacity building.
  • Oversee project implementation and ensure it achieves its objectives, while managing budgets, donor reporting, and contractual obligations
  • Navigate complex institutional and governance environments, engaging effectively with ministries, donors, and multiple stakeholders, including where roles overlap.
  • Ensure the quality of deliverables and reports in collaboration with technical leads.
  • Use and update Bluesquare’s project management tools (JIRA and Odoo).

Technical interface

  • Develop a strong understanding of Bluesquare’s portfolio of technical solutions, including their architecture, capabilities, and limitations, and use it to guide design choices.
  • Participate in continuous analysis of clients’ needs and advise on solutions to be implemented.
  • Coordinate with the technical team throughout the project to ensure deliverables meet requirements.
  • Take part in functional testing and validation (e.g. UAT, checking configuration against specifications) to ensure quality before delivery.
  • Continuously assess progress to ensure alignment between the client’s needs and the technical solutions Bluesquare is implementing, and reorient if necessary.
  • Work hands-on with the tools used in the projects (Dhis2, Iaso, OpenHexa, BI Tools – Tableau, PowerBI, Superset).

Additional responsibilities

  • Participate in proposal development and the identification of new business opportunities.
  • Contribute to the continuous improvement and development of our internal tools and methodologies.
  • Identify and implement strategies that ensure the long-term growth and sustainability of our projects.
  • Adapt and take on other relevant project management responsibilities as the role evolves.

Potential projects you may work on:

  • Global nutrition monitoring for a UN agency: Coordinate the deployment and scale-up of a data collection and workflow management application built on Bluesquare’s IASO platform, supporting nutrition programs across several countries (e.g. South Sudan, Ethiopia, Nigeria). The project involves real-time data capture, NFC smartcard management, and strengthening country office capacity to manage and expand the solution independently.
  • National health information system strengthening: Lead the implementation of a DHIS2 Tracker for a national disease program, from initial scoping to production, in a country where Bluesquare is not yet established. The project includes configuring the system to national requirements, ensuring interoperability with existing systems, and building the capacity of the national technical team to operate the tool autonomously.

Profile

This position is open to freelancers (in all Bluesquare locations) and to employees (in Belgium only).

We are looking for an experienced candidate with strong project management and technical skills, notably:

Required:

  • At least 8-10 years of relevant professional experience
  • Professional experience in large International Development or Global Health projects
  • Experience managing medium to large projects in a multicultural environment
  • Experience with client contact and multi-stakeholder cooperation
  • Experience with design and implementation of digital tools projects
  • Excellent oral and written communication skills in French and English (C1 level minimum required)
  • Knowledge of DHIS2, GIS, Data Management

Preferred:

  • Experience in projects involving complex data analysis
  • Knowledge of programming and of software development processes
  • Experience in capacity strengthening
  • Experience with collaboration in remote working settings
  • Experience in team coordination
  • Experience in managing a budget / P&L
