With its country strategy, “Girls are empowered to take action and drive change,” Plan International Nigeria is committed to reaching 20 million girls during the strategy period of 2023 to 2028, covering all 36 states of Nigeria and the Federal Capital Territory (FCT).Project BackgroundThe Teacher Professional Development and Well-being Project is a targeted response to the challenges of teacher shortages and inadequate professional development in crisis-affected contexts of Northern Nigeria, with Adamawa and Sokoto states as case studies. With a focus on pre-primary, primary, and lower secondary education, the project aims to build resilience within the education framework and enhance teacher retention and well-being. The project is built on three key outcomes: fostering community-based strategies to integrate and retain teachers, enhancing teacher professional development and personal well-being, and strengthening policies that promote teacher onboarding, retention, and career development.To achieve these outcomes, the project will work closely with communities to develop culturally and contextually appropriate strategies for teacher integration, leveraging the capacity of School-Based Management Committees (SBMCs) to promote acceptance of teachers and their critical role in improving learning outcomes. Teachers will be trained in gender-transformative and inclusive pedagogy, foundational literacy and numeracy skills, and digital and green skills. Mental health support will also be prioritized through the establishment of feedback platforms and mapping of existing services to address stress and trauma management for teachers. Also, the project will strengthen the capacity of the Nigeria Union of Teachers (NUT) and local civil society organizations to engage in strategic advocacy for the adoption and implementation of policies that ensure teacher incentives and career pathways.The project is aligned with national education priorities and will ensure sustainability by institutionalizing training programs and empowering local stakeholders to replicate and advocate for similar interventions, contributing to long-term improvements in the educational ecosystem of Northern Nigeria. The consultant is recommended to utilise a mixed-methods approach (quantitative and qualitative), outline the justification for selecting this approach, and demonstrate the skills and experience required to apply it effectively. During the process, piloting the evaluation instruments (tools) and ensuring they are aligned with and responsive to the key endline questions would be necessary. The consultant will be provided with all relevant project documents to support desk and literature reviews. Therefore, the technical proposal must include a clear description of the data validation approach and quality assurance techniques to be used at the end of the project evaluation. We prioritise inclusive and quality education, youth employment and entrepreneurship, sexual and reproductive health and rights, nutrition, early childhood development, and protection from violence.Context and BackgroundNigeria faces a profound education crisis. According to UNICEF, the number of out-of-school children in Nigeria has reached 18.95 million, the highest figure globally. Entrenched poverty, armed conflict (especially in northern Nigeria), insecurity, and deeply rooted socio-cultural barriers, including early marriage, child labour, and gender discrimination, have left millions of school-aged children, particularly girls and children with disabilities, excluded from the formal education system. Northern Nigeria is disproportionately affected: UNICEF has noted that states such as Kano, Sokoto, and Jigawa together account for approximately 16% of Nigeria’s out-of-school children. This educational exclusion carries severe consequences: low literacy and numeracy skills, diminished livelihood opportunities, and a perpetuating cycle of poverty and inequality. In response, the Accelerated Basic Education Programme (ABEP) was introduced as a nationally approved accelerated learning curriculum developed by the Nigerian Educational Research and Development Council (NERDC) and endorsed by the National Council on Education in 2019. ABEP compresses the standard basic education curriculum into three levels covering five core subjects, equipping over-age and out-of-school learners (approximately ages 10–18) with foundational literacy, numeracy, life skills, and civic education competencies needed to re-engage with formal schooling or vocational training. Through a condensed, accelerated learning curriculum, ABEP enables learners to complete primary-level education in a shorter timeframe and supports their transition into formal schooling or vocational training pathways.The European Union-funded project “Accelerating Basic Education and Livelihood Opportunities for Children and Youth in North Western Nigeria” is implemented under a consortium led by Plan International, Save the Children International (SCI), and other National Organizations. The project operates in Jigawa, Kano, and Sokoto States and targets approximately 324,000 out-of-school children and youth, 194,400 females and 129,600 males, including an estimated 32,400 persons with disabilities (PwDs), who have either dropped out or never enrolled in formal school.Within the ABEP project, Plan International Nigeria is piloting the Akelius Digital Language Learning Platform to augment ABEP’s English literacy sessions in select centres in Kano State. The Akelius platform is a digital tool for language learning, offering interactive, gamified, offline-enabled English literacy content for children and supporting facilitators in blended learning approaches. The Akelius project is a 12-month pilot and will be implemented in 12 ABEP learning centres in Kumbotso, Gwale, and Nassarawa LGAs of Kano, reaching around 2,400 out-of-school learners (10–18 years old) facilitated by 24 trained ABEP facilitators. The ABEP curriculum delivery remains unchanged; the Akelius platform is integrated as a supplemental tool during regular literacy classes to reinforce English language skills, not to replace existing pedagogy. Through structured teaching methods combined with digital interactive content, the pilot aims to enhance learners’ English literacy outcomes while maintaining fidelity to the ABEP model. This innovative approach aligns with national priorities on digital education and is expected to generate insights on how technology can support accelerated learning for marginalised children, including girls and children with disabilities. To begin the implementation of Akelius across the selected centres, there is a critical need to generate robust and credible evidence around the practicality, contextuality and acceptability of the system. Also, the study is essential to establish a clear and objective reference point against which changes in learner outcomes and program performance can be measured over time.Project Specific ObjectivesEvaluate how the Akelius platform fits within the ABEP programme by looking at curriculum alignment, learner language levels, ease of use, and cultural relevance.Specific Objectives:Establish baseline benchmarks on learners’ English literacy skills in the Akelius pilot LGAs.Assess the availability, accessibility, and use of learning resources that support English literacy acquisition among ABEP learners.Examine facilitator capacity, preparedness, and digital competency for effective delivery of the Akelius model.Assess the digital readiness of learning centres, including infrastructure, device availability, functionality, and other enabling conditions for digital learning.Analyse key contextual, socio-educational, gender, disability, and inclusion-related factors influencing learner participation and learning outcomes.Identify implementation enablers, gaps, risks, and barriers that may affect the effectiveness of the Akelius pilot.Generate practical and evidence-based recommendations to guide implementation improvement, adaptive programming, and future scale-up.Produce reliable baseline evidence that will serve as a reference point for tracking progress at endline stages.Key QuestionsThe study will be guided by the following key questions (to be refined at inception):Who are the learners targeted for the Akelius pilot, and do they reflect the intended profile of out-of-school children, especially girls and children with disabilities?What is the current English literacy level of learners before exposure to the Akelius platform?What foundational literacy gaps must be addressed for learners to benefit from Akelius-supported learning?What is the current level of learners’ digital literacy and readiness to use tablets and the Akelius platform?What is the current capacity of facilitators to deliver English literacy instruction using learner-centred, gender-responsive, inclusive, and digital-supported methods?What training and coaching support do facilitators require before implementation begins?How well does Akelius content align with ABEP English learning outcomes, learner levels, and classroom delivery arrangements?Are the selected learning centres ready in terms of space, safety, storage, power, device use, and basic learning conditions?What gender, disability, safeguarding, and digital safety risks should be addressed before rollout?What barriers may affect learners’ attendance, retention, and participation before and during implementation?What is the current level of caregiver, community, CBMC, and government stakeholder awareness and support for the pilot?What operational systems are in place for attendance tracking, lesson logs, learning-hour tracking, device accountability, and platform usage monitoring?What contextual, operational, inclusion, or technical risks could affect the successful implementation of the Akelius pilot?Scope of WorkThe baseline study will be conducted in Kano State, covering the three ABEP implementation LGAs of Kumbotso, Gwale, and Nassarawa. Each LGA has 4 centres with an average of 12 learning facilitator managers in an independent class.Target population and StakeholdersTarget Population: The primary population of interest is the learning facilitator and out-of-school children (ages approximately 10–18) enrolled in the ABEP program. National data show a modern contraceptive prevalence rate (mCPR) of just 15%, a contraceptive discontinuation rate of 41% among users, and an unmet need for contraception among married women aged 15–49 that has risen to 21%. Nationally, close to a quarter of women report having experienced an unintended pregnancy at some point in their lives, with adolescents and young people facing disproportionate social, educational, and economic consequences, including school dropout and heightened maternal health risks. Within the Federal Capital Territory (FCT), a relatively high concentration of health facilities has not translated into equitable access to family planning for adolescents and young people. Provider bias, confidentiality concerns, fear of judgment, restrictive social norms, weak community–facility referral linkages, and limited availability of youth-friendly services continue to constrain uptake, particularly among unmarried adolescents and young women in urban slums and peri-urban settlements. Pathfinder International, Nigeria, with support from Organon’s Her Health Grants Program, is implementing Project E-ACCESS, a 12-month initiative designed to expand access to a full range of modern contraceptive methods for young people aged 15–35 in underserved FCT communities. The project is built around three complementary strategies: Health System Strengthening, Last-Mile Service Integration, and Community-Led Demand Generation. It will be implemented in partnership with the FCT Primary Health Care Board (PHCB), traditional and religious leaders, area council structures, and local health committees. To inform the project implementation roadmap, a baseline assessment is required. This assessment will combine a structured health facility assessment with a qualitative community perception study, and its findings will directly inform the selection of target communities and facilities, the content of provider capacity-building and demand-generation activities, and the benchmarks against which project performance will be measured at endline. Rationale for the Assessment A robust baseline is essential to ground Project E-ACCESS in local evidence rather than assumptions. Specifically, the assessment will: Determine the actual readiness of supported health facilities to deliver youth-responsive family planning services, including commodity availability, staffing, and provider capacity; Surface community-level knowledge gaps, misconceptions, and social norms that shape contraceptive decision-making among adolescents and young people, to sharpen the design of IEC materials and demand-generation activities; Identify gaps in equipment, training, commodity availability, support services, and resources needed by facilities and providers to offer high-quality family planning counseling and services. Understand clients’ perceptions of family planning services provided at high-volume sites and client satisfaction with quality of service provided. Purpose and Objectives 1. General Objective To generate credible, disaggregated baseline evidence on the readiness of selected health facilities to deliver quality, youth-responsive family planning services, and community knowledge, attitudes, perceptions, and social norms regarding modern contraception among adolescents and young people aged 15–35 in target FCT communities. The findings will inform the design of Project E-ACCESS and serve as a benchmark for the endline evaluation. 2. Specific Objectives Assess the availability, functionality, and readiness of family planning and Adolescent and Youth Sexual and Reproductive Health (AYSRH) services at selected health facilities, including infrastructure, staffing levels, method mix, commodity stock status, pricing, and referral linkages. Assess health service providers' training history, method-specific knowledge, service-provision practices, and attitudes, including indicators of provider bias such as informal age, marital status, or partner consent requirements, with particular attention to the treatment of adolescent and unmarried clients. Explore community knowledge, attitudes, misconceptions, and socio-cultural norms around modern contraceptive methods among adolescents and young people (15–35). Identify individual, interpersonal, community, and health-system barriers and facilitators to contraceptive access, uptake, and continuation among the target population. Examine the role and influence of gatekeepers, including parents/caregivers, male partners, traditional rulers, and religious leaders, on young people's reproductive health decision-making and access to services. 3. Scope of Work The assessment comprises two complementary and mutually reinforcing components, to be conducted concurrently within the same target communities to allow for triangulation of findings. 4.1 Component 1: Health Facility Assessment (Quantitative) This component will assess the supply-side readiness of primary health care facilities in target Area Councils to deliver family planning and AYSRH services. It comprises: Health Facility Audit: covering facility type and managing authority, operating days/hours, staffing complement, contraceptive method mix and stock status (including stock-outs in the preceding 3 and 12 months), commodity pricing, equipment and supplies, supportive supervision history, and youth-friendly service features. Service Provider Assessment: covering provider cadre, pre-service and in-service training history (including specific FP/AYSRH topics and VCAT/provider-bias training), method-specific knowledge and provision practice, and any informal eligibility criteria applied in practice (e.g., minimum age, marital status, parity, or partner-consent requirements) that may constitute provider bias against young or unmarried clients. Client Exit Assessment (where feasible): brief structured exit interviews with consenting clients, including young clients, to capture counseling quality, privacy, waiting time, and satisfaction, complementing the facility-level and provider-level data. 4.2 Component 2: Qualitative Community Perception Assessment This component will generate an in-depth understanding of how adolescents and young people, and the gatekeepers who influence them, perceive and engage with modern contraception. Target respondent categories include: Adolescents and young people aged 15–35, disaggregated into age bands (15–19, 20–24, 25–35), by sex, and by marital status; Parents and caregivers of adolescents; Male partners/spouses; Traditional rulers, religious leaders, and other community gatekeepers; Community Health Extension Workers (CHEWs) and prospective community “Health Champions”; Health facility providers, for triangulation with Component 1 findings. Suggested data collection methods include Focus Group Discussions (FGDs) segmented by sex, age band, and marital status; Key Informant Interviews (KIIs) with gatekeepers, providers, and relevant PHCB/HHSS officials; and, where appropriate, In-Depth Interviews (IDIs) with young current and non-users of contraception. The final mix and number of sessions will be proposed by the consultant and agreed with Pathfinder. Indicative thematic areas include knowledge of and misconceptions about modern methods; perceived social acceptability and stigma; confidentiality and privacy concerns; experiences of or fears about provider bias; decision-making autonomy and negotiation with partners; the role of male engagement; religious and cultural influences on contraceptive use; preferred sources of information and trusted messengers; and community suggestions for making services more youth friendly. The consultant will develop semi-structured FGD and KII guides (in English and relevant local languages, including Hausa) aligned to these themes, for Pathfinder's review and approval prior to fieldwork Proposed Methodology 5.1: Overall Approach The assessment will use a concurrent mixed-methods design, combining structured quantitative data collection (facility- and provider-level) with qualitative inquiry (community-level), conducted within the same target communities to enable triangulation and a coherent set of findings and recommendations. 5.2: Geographic Scope and Sampling Target Area Councils and communities will be identified through stakeholder mapping and desk review, in consultation with the FCT PHCB, with priority given to underserved peri-urban and urban-slum settlements. Within this frame, the consultant will propose and justify a sampling strategy for Pathfinder's review and approval, covering: The number and selection criteria for health facilities to be audited and where provider interviews and client exit interviews will be conducted; The number, composition, and disaggregation of FGDs and KIIs required to reach thematic saturation across sex, age band, and marital status; A justified minimum sample size for each data collection tool, with an explicit non-response/attrition allowance. 5.3: Data Collection Methods and Tools Quantitative tools will be administered via an electronic data collection platform (e.g., ODK, KoBoCollect, or equivalent) to enable real-time data quality checks. Qualitative sessions will be audio-recorded (with consent), transcribed, and, where necessary, translated into English. All tools must be pretested in a non-target community prior to full fieldwork and revised based on the pretest findings. 5.4: Data Quality Assurance Structured training and certification of all research assistants/enumerators on the tools, consent/assent procedures, and safeguarding protocols; Field supervision, including spot-checks and back-checks of a sample of completed interviews; Daily review of electronically submitted data for completeness and consistency; Use of same-sex interviewers for sensitive topics with adolescent and youth respondents, where culturally appropriate. 5.5: Data Management, Storage, and Analysis Quantitative data will be cleaned, coded, and analyzed using appropriate statistical software (e.g., SPSS, Stata, or R), with descriptive results disaggregated by sex, age band, facility type, and location. Qualitative data will be analyzed thematically using a coding framework aligned to the assessment objectives, supported by qualitative analysis software (e.g., NVivo or Atlas.ti) or a rigorously documented manual coding process. All data will be de identified, securely stored, and handled in accordance with Pathfinder's data protection standards and the Nigeria Data Protection Act. 6. Ethical Considerations and Safeguarding Given the sensitivity of the topic and the inclusion of adolescent respondents, the assessment must be conducted to a high ethical standard throughout: The consultant will obtain ethical approval from an appropriate Health Research Ethics Committee (e.g., the FCT Health Research Ethics Committee) and secure the necessary administrative approvals from the FCT PHCB/HHSS prior to any fieldwork. Written informed consent will be obtained from all adult participants (18 years and above). For adolescent participants aged 15–17, informed assent will be obtained from the adolescent together with informed consent from a parent or guardian, consistent with Pathfinder's child and adolescent safeguarding policy and applicable national research ethics guidance. Where a parental consent requirement would itself expose an adolescent to risk or would be inappropriate for a specific sensitive sub-topic, the consultant will present alternative safeguards (e.g., mature-minor or waiver provisions) to the ethics committee for its determination; no such alternative may be adopted without documented ethics approval. Participation will be entirely voluntary, with a clearly communicated right to decline or withdraw at any stage without consequence. All interviews and discussions will be conducted in private, comfortable settings that protect confidentiality; no participant will be identified by name in any report or dataset. A referral pathway will be established and shared with the field team so that any participant who discloses distress, abuse, or an urgent health or protection need can be linked to appropriate support. All research assistants, enumerators, and field supervisors will sign and be oriented on Pathfinder's Child Safeguarding Policy and Code of Conduct prior to deployment. Request for Proposal(RFP) Tourism Development & Management Analysis for Yankari Game Reserve, Nigeria Terms of Reference Background Yankari Game Reserve in Bauchi State is the richest wildlife site in Nigeria and a popular ecotourism destination, primarily for national tourists. Although there are periodic security challenges in the region, it remains a popular tourist attraction during holiday periods. Despite this, the tourism potential of Yankari Game Reserve is relatively untapped, with significant historical and cultural elements underdeveloped. Most visitors are day trippers to utilize the conference facilities or for a short savanna wildlife experience. Yet the game reserve has made significant investments in infrastructure and can accommodate >100 people, if maintenance and management were strengthened. WCS has been providing technical and financial support to the management of Yankari Game Reserve since 2014. Strengthening the existing tourism operations could generate sustainable revenue that could support the financing of Yankari Game Reserve and provide both economic benefits to local communities and Bauchi State Government. WCS therefore seeks to commission a Tourism Development & Management Analysis to assess the tourism development potential of YGR, evaluate alternative tourism management approaches, and identify realistic opportunities to strengthen tourism performance, financial sustainability and long-term revenue generation. This should include consideration of potential private sector participation in tourism operations through concessionaire or similar partnership models. Objective The objective of the consultancy is to evaluate whether strengthened tourism investment and alternative tourism management approaches at Yankari Game Reserve could significantly improve tourism performance, financial sustainability and long-term revenue generation relative to the current situation. The consultancy should provide a realistic and evidence-based assessment of: the tourism market potential of YGR; the level and type of investment likely required; the operational feasibility of alternative tourism management approaches; the potential for tourism revenues to contribute more substantially to reserve management and local economic benefits. Scope of Work The consultancy should include the following components: Market Analysis and Tourism Potential The consultant should assess: current tourism visitation patterns and trends; key visitor demographics and origin markets; current visitor motivations and tourism products; opportunities for growth in domestic and regional tourism markets; realistic market positioning for YGR within Nigeria and the wider region; constraints affecting tourism growth, including accessibility, security perceptions, infrastructure and competition. The analysis should provide a realistic assessment of the scale and type of tourism growth that may reasonably be achievable under improved tourism management and investment scenarios. Operational and Management Analysis The consultant should assess: Analysis of potential private sector partners operating in the tourism space in Nigeria and Bauchi State Local capacity and resource availability the current tourism infrastructure and operational model at YGR; key operational constraints affecting tourism performance; priority infrastructure, maintenance and service improvements required; potential tourism management approaches, including: continuation of the current model; enhanced public-sector-led management; engagement of private tourism operators or concessionaires; hybrid or partnership approaches. The analysis should include high-level consideration of the potential role of private sector partners, relevant examples from comparable protected areas in Africa, relevant regulatory and investment considerations in Nigeria. Financial and Investment Analysis The consultant should prepare indicative financial projections and investment analysis for selected tourism development scenarios, including: Indicative capital expenditure requirements; major operating costs; realistic revenue projections based on visitor and occupancy assumptions; potential income streams, including accommodation, entrance fees, conferencing and ancillary tourism activities; indicative profitability and sustainability considerations; high-level assessment of the potential contribution of tourism revenues to reserve management financing and local communities. Risk Assessment The consultant should assess key risks and constraints that may affect tourism development at YGR, including: security-related risks; political and economic instability; tourism demand fluctuations; infrastructure and accessibility limitations; operational and investment risks. Deliverables The consultant will be expected to deliver: an inception report outlining methodology and workplan; a draft Tourism Development & Management Analysis report; a final report incorporating comments from WCS and stakeholders; a presentation of key findings and recommendations. The final report should include: practical recommendations regarding tourism development priorities; comparative assessment of tourism management options; indicative investment requirements and financial projections; recommendations regarding the potential role of private sector participation in tourism operations. Intended Use of the Consultancy The results of the consultancy will be used to support strategic discussions regarding the future development, financing, and management of tourism operations at Yankari Game Reserve. Project BackgroundPlan International Nigeria and Unique Care and Support Foundation (CASFOD), through the Swedish National Office (SNO) received a 2-year funding from Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO DG) to implement an integrated Education in Emergencies & Child Protection project in Borno State- Damboa, Mobbar and Kala Balge LGA), in North Eastern part of Nigeria, beginning 1st July, 2023. Two local partners have been involved in the implementation as well, Goalprime at the start of the project, and CASFOD from July 2025 to date. The integrated response sought to address the need risks and gaps identified by the Multi-Sectoral Needs Assessment (MSNA) for ECHO HIP 2023 with the following key education needs: lack of security, insufficient school infrastructure, teacher’s capacity challenge, inadequate ratio of teacher per learner, lack of financial means, together with child protection risks such as deteriorating psychological well-being, child marriage and high levels of violence against children and a lack of protective services within schools. With an emphasis on IDPs, returnees, and host communities, Plan International Nigeria response reinforces and was aligned with DG ECHO programmatical priorities of HIP 2023. In particular, the Action sought to meet the needs of hard-to-reach children in affected communities by looking at their profile (including age, gender, time out of school, never been to school, drop out, etc.) while mainstreaming Psycho Social Support (PSS) for students and teachers, their preparedness response for children’s safety and wellbeing and resilience for future shocks and motivation to continue to deliver quality, equitable, and inclusive education that addresses key cross-cutting issues. This Action also supported the SBMCs to promote community participation and school ownership, especially during implementation of emergency preparedness and response plans even after the project lifespan with a strong sustainability approach.Result 1 and 2 of the suggested Action focused on the factors of dropout and non-enrolment of school aged children affected by the crisis from displaced, returned, repatriated and host communities in Borno state. The formal schools of the host and target communities of the action received support to improve inclusive quality learning and reinforce the capacities of teachers and head teachers while mainstreaming of non-formal learners. To meet the needs of large classes as described in the MSNA, Temporary Learning Spaces/ classrooms were constructed or rehabilitated depending on the needs which aimed at creating a more safe and conducive learning environment. 71% of the respondents identified the latrines and handwashing facilities to be insufficient, which were also constructed/rehabilitated as identified in assessments at the start of the project. Secondly, the action also helped to address the issues around strengthening teachers’ capacities and other education personnel including SBMCs to enable improvement of quality learning both in formal and non-formal settings. To support the education authorities in ensuring/ conducting quality monitoring and supervision of schools, SUBEB and SAME quality assurance officers were supported technically to better support teachers under their supervision. Education authorities received substantial support to facilitate and operationalize their annual school monitoring and supervision plan. Community leadership and participation were also a component of this action. The suggested Actions were worked with community members on awareness raising on the importance of education and ensure that children access school, in all ages. To meet the needs among households that are financially limited, learning materials were provided to encourage enrolment and attendance in school, including mainstreaming kits, as recommended in the MSNA for ECHO HIP 2023 Purpose of the EvaluationThe purpose of the end line evaluation is to independently assess the overall performance, achievements, and results of the ECHO-funded project by measuring progress against baseline values and project targets. The evaluation will determine the extent to which the project has improved access to safe, inclusive, and protective learning opportunities for children in the targeted LGAs of Borno State.The evaluation will also assess the relevance, effectiveness, efficiency, impact, and sustainability of the project interventions implemented throughout the project lifecycle. The findings will provide evidence on the project’s results, identify lessons learned and good practices, and generate recommendations to inform future programming in Education in Emergencies (EiE) and Child Protection interventions in Northeast Nigeria.The evaluation will be conducted by an independent external consultant or evaluation team, working in close coordination with Plan International Nigeria and its partner CASFOD. Child rights, gender and inclusionThe evaluation will apply a child-centred and inclusive approach consistent with Plan International’s Child and Youth Safeguarding Policy and Ethical MERL Framework. Evaluation Scope of WorkThe consultant will lead and coordinate the overall assessment process.
